Elsabé Klinck Consulting CC (EKC), as established by Elsabé Klinck in 2010, changed into Elsabé Klinck & Associates Pty Ltd (EKA) in March 2017 and to Klinck and Samuels (Pty) Ltd in 2024. Elsabé Klinck is the Managing Director, responsible for the day to day running of the company. Alton Samuels is a Director. Eugenia is the office manager who manages the office and all administration in the business. Although Elsabe and Alton are based in the Western Cape, they render a professional service across South Africa. Elsabe Klinck
Elsabé is a B.Iuris, LL.B graduate, who also completed a degree in Psychology for Applied Professional Contexts and an Honours Degree in German. She started her career in the Department of Constitutional Law at the Free State University, where she also worked for the Centre for Human Rights Studies, managing amongst others, voter education and paralegal training projects. She was active in the establishment of a Free State Centre on Citizenship Education and Conflict Resolution. Elsabé also participated in the training of Magistrates on Diversity (with the Law, Race and Gender Unit at UCT) and the training of local government councillors and Free State Peace Committees. This experience in human rights and constitutional law stand her in good stead in her health sector work.
Health Sector Experience
Elsabé has been working in the health sector since 2001, gaining valuable experience dealing with medical practitioners and pharmaceutical issues, as well being a key contributor to a prominent health care consulting company. She has an international outlook and backs her services with a broader insight into international and national policy developments, such as those of the World Economic Forum and the World Health Organisation.Her extensive knowledge and practical experience in health care/medical practice issues, medical schemes, medicines, medical devices and patient rights are grounded from this perspective, as well as from her background in constitutional/human rights law. Elsabé’s specialized expertise assists attorneys to provide service at the highest level to their health sector clients.

Elsabé is an accomplished researcher and author. She co-authored the book Employment Equity Law and chapters in Social Security Law. She has also undertaken research for, inter alia, the Taylor Committee of Enquiry into Social Security and the SA Business Coalition on HIV & Aids (SABCOHA). Elsabé is proficient at presenting at seminars conferences, symposia and congresses on all matters related to the law and ethics in health care. She has designed and presented numerous in-house training courses for clients. Klinck and Samuels’ small group workshops on issues such as medicines pricing, health sector regulation and updates on the South African health sector, are extremely popular and clients report its value as significant.
alton samuels
Alton holds a LLB and LLM from Stellenbosch University. Alton has a Master’s Degree in Property Law. He has a Certificate in Mediation in medical negligence matters, and offers mediation service to K&S’ healthcare professional clients. His drafting and research skills are impeccable, adding significantly to the requirements of K&S’ clients in the drafting of memoranda on important issues in the health sector.
As a seasoned lecturer, he taught law at the Universities of the North-West, Western Cape and the University of Cape Town and is able to explain aspects of the law to clients, and assist in finding practical ways forward. Alton’s qualifications include a Certificate in Legislative Drafting, which assists clients in commenting on legislative drafts, and policy documents.
His focus on administrative- and constitutional law assists clients in navigating- and challenging decisions by regulatory bodies such as the Council for Medical Schemes and Health Professions Council of South Africa. Coupled with his property law experience, Alton provides a well-rounded and comprehensive service to K&S’ clients.
Eugenia Khanyisile Lunga
Eugenia is office manager at Klinck and Samuels. Eugenia is well-known in the health industry. She worked at the Glenhove Conference Centre, and at Innovative Medicines SA (IMSA). Eugenia is known for her patience, excellent relationships with health sector stakeholders and clients and her bubbly personality.
Eugenia has a qualification from Birnam Business College and a Certificate in Management Principles. Eugenia does all of K&S’ CIPC (companies commission) applications, arranges AGMs and other meetings, manages office finances and supplies, and provides secretarial services. She supports Elsabe and Alton by providing an environment within which their work for health sector clients is optimized. Her excellent relationships in the health sector assist clients to access key stakeholders and health sector entities.
